I found this document from what's being worked on for kings of war. It is nowhere near finalized, and parts of it don't make sense in a vacuum.

"That being said it's being tweaked further for 2nd ed, we currently have Regiments allowing 1 War Engine OR 1 Monster OR 1 Hero where as Hordes allow 1 War Engine AND 1 Monster AND 1 Hero, so all 3, which for a balanced army is an improvement."

I like this change.
